Jean is a federal senior executive service (SES) member with over a decade of experience as a General Deputy Assistant Secretary and Chief Management Officer for a cabinet-level department and over 25 years of federal service. She has extensive expertise in small business programs and advocacy, business operations, project management, budgeting and acquisitions, human capital management, information technology, strategic planning, process improvement, policy development and research. As an established leader who runs effective and efficient operations, Jean was appointed to lead the operations of multimillion dollar research and human capital organizations where she eliminated manual processes and replaced them with integrated, automated solutions; improved workforce management saving time and money; formulated and executed budgets complying with laws, regulations and policies; and recruited, trained and promoted talent. Highly valued and trusted, Jean advised on executive performance matters and executive hiring decisions. Having served on departmental Executive Review Boards, Performance Review Boards and the Office of Personnel Management’s Qualifications Review Boards, Jean hired executive talent, reviewed and approved executive performance and compensation recommendations, and approved executive core qualifications packages for agency recommended candidates. Additionally, she mentored and coached leaders in government and the private sector.
